Parliamentarians to gather in Riga for the 44th Session of the Baltic Assembly


The 44th Session of the Baltic Assembly and the 31st Baltic Council will take place on 13–14 November 2025 in Riga, Latvia. This significant event will bring together parliamentary representatives and government officials from Latvia, Estonia, and Lithuania, as well as guests from Germany, Poland, Finland, Iceland, Ukraine, Ireland, the United Kingdom, and many other countries to discuss vital regional issues and strengthen cooperation between the Baltic States and beyond. The press conference of the Baltic Assembly and the Baltic Council of Ministers will be streamed online here

Baltic Assembly Prize and Medals Award Ceremony

The programme of the Session will begin with the Baltic Assembly Prize and Medals Award Ceremony on the evening of 13 November at the Brothers Kokari Hall, Mežaparks Grand Bandstand. This year, the Baltic Assembly Prize in Literature will be awarded to poet, essayist, literary critic, and translator Tomas Andrius Venclova for his latest book of poetry, “Už Onos ir Bernardinų.” The Prize in the Arts will be awarded to conductor Kaspars Putniņš for his performance with the Latvian Radio Choir in the concert program “The Dream Stream”, held within the framework of the Baltic Music Days in 2023. The Prize in Science will be awarded to Professor of Political Theory at the University of Tartu Eva Piirimäe for her monograph “Herder and Enlightenment Politics.”

The medals of the Baltic Assembly will also be awarded during the Ceremony. The Medal is an award of the Baltic Assembly for upholding the unity and cooperation of the Baltic States, outstanding contribution and cooperation in implementing cooperation projects and promoting regional cooperation in Europe.

Opening of the Session and the 31st Baltic Council

The official opening of the Session will follow on 14 October at the Saeima of the Republic of Latvia. The opening session will be chaired by the President of the Baltic Assembly Jānis Vucāns, as well as Vice Presidents of the Baltic Assembly Timo Suslov and Giedrius Drukteinis. The Session will be opened by Speaker of the Saeima of Latvia Daiga Mieriņa, President of the Riigikogu of Estonia Lauri Hussar, and Speaker of the Seimas of Lithuania Juozas Olekas

The 31st Baltic Council chaired by President of the Baltic Assembly Jānis Vucāns and Minister of Foreign Affairs of the Republic of Latvia and Chair of the Cooperation Council of the Baltic Council of Ministers Baiba Braže will focus on regional security and foreign policy. The Council will also be addressed by Margus Tsahkna, Minister of Foreign Affairs of the Republic of Estonia, and Kęstutis Budrys, Minister of Foreign Affairs of the Republic of Lithuania. The Council will conclude with the signing of the Joint Statement of the 31st Baltic Council.

Transport connectivity in the Baltic States as a pillar of regional unity

Continuing, the Session will include the discussion on “Transport connectivity as a pillar of regional unity, economic development and security guarantee in the Baltic States,” chaired by members of the Latvian, Estonian, and Lithuanian delegations of the Baltic Assembly. Speakers will include Atis Švinka, Minister of Transport of the Republic of Latvia, Kuldar Leis, Minister of Infrastructure of the Republic of Estonia, and Juras Taminskas, Minister of Transport and Communications of the Republic of Lithuania. The Session will also feature a discussion on current and future cooperation among the Baltic States, followed by addresses by foreign delegations and guests.

Closing of the Session and the transfer of the presidency

The Session will conclude with the adoption of the Resolution and Final Document, and the election of the President, Vice Presidents, and Chairs and Vice Chairs of the Committees for 2026. Latvia will transfer the presidency of the Baltic Assembly and the Baltic Council of Ministers to Estonia, and the newly elected President of the Baltic Assembly Timo Suslov, will deliver an address before the Session is formally closed.
