On 12-13 October 2025, the First Meeting of the BSPC Working Group on Strengthening Cyber and Information Resilience to Promote Democracy (SCIRPD) will convene in Tallinn, Estonia. Key discussions will focus on defining the future work of the Working Group, including the confirmation of the chairmanship and the adoption of the meeting plan. The agenda will also feature presentations by Ms Carolina Leis, Head of International Relations at the Information System Authority, Mr Kaido Tee, Head of International Cyber Security Cooperation at the Ministry of Justice and Digital Affairs of Estonia, and Mr Guido Pääsuke, Cyber Security Legal Adviser at the Ministry of Justice and Digital Affairs of Estonia. Before the meeting, participants will have the opportunity to visit the NATO Cooperative Cyber Defence Centre of Excellence and meet with its representatives.
The Baltic Assembly will be represented by the Vice President Mr Giedrius Drukteinis, Member of the Economics, Energy and Innovation Committee Mr Kaspars Briškens and Member of the Security and Defence Committee Mr Meelis Kiili, who is also the Chair of the BSPC Working Group SCIRP.
Initiated by the Baltic Assembly, the BSPC Working Group SCIRPD has two main directions. Firstly, cybersecurity and digital connectivity in the region where the main topics to be discussed by the Working Group, including 1) moving towards unified cybersecurity and digital policies and regulations; 2) fostering more coordinated incident response mechanisms; and 3) enhancing cooperation between the public and private sectors. Secondly, strengthening democracy against the weaponisation of information, where the main topics to be discussed include 1) a unified regional strategy to address disinformation, and 2) creating consistent frameworks to address privacy concerns, ethical use of AI, and digital rights.
